In the Great Cairo Region, the new urban development in the desert area had been advanced in order to controlling pressures of illegal development of the overcrowded living environment and the increase in population in the city central part. However, farmland in the peripheral area, the comprehensive urban development plan based
on a social economy frame was needed. This preliminary survey includes survey on related matters of a local urban situation and a related planning organization, information about the development trend of a greater Cairo with its demographic
statistics, cultural statistics, etc., site visit and interview to relating organizations. Moreover, the survey of existing circumstance of cooperating projects of other donors was done. Though this survey, scope of works for details planning were decided.
