In Kinshasa City, The urban Problems　_ such as: over_ concentration of population and stagnation　of　economic　activity,increasing　in　the　unemployment　level,and destabilization in the society_ had been arisen after many years of civil war.
The stabilization of the society has become a pressing issue and it aimed to reduce the vulnerability by an economic infrastructure development, and promotion in human resources, such as administrative services and workers sector.
In 2008 JICA has conducted a survey for urban reconstruction plan for Kinshasa province.
