This project intends to implement urban development sub-projects of "Regional Development Master Plan for Damascus Metropolitan Area (2006-08, JICA/ RECS, 9steps) ". For implementation of the projects, it is necessary to develop working capacity of engineers in ministries and administrative organization about urban planning and management. The project choose two areas as pilot planning and implementation area, and through their detail district planning process and
implementation process, its technical knowledge was transferred. For heritage area in the center of the city, it intends to harmonize spatial features of old city with urban functions of this age. And spatial preservation program was formulated through survey and participatory planning process with residents. Finally, renovation of an old building program and the district development plan was formulated.For periphery area of the city, harmonization of urban development and rural activities was intended. Implementation of irrigation facilities and landscape plan were formulated as a result.
